This is a Tonner Doll long black crinoline dual petticoat (for maximum fullness) with attached pantalets. I think it belongs to Tonner’s Wizard of Oz Outfit,Taking Flight. Although, I could be wrong about the exact outfit. Petticoat in near mint condition. Has never been used.
